Budget confusion

: "I just sent this blast:

It was my understanding at the Fall meeting regarding homeowners paying for their own water usage that there would be an adjustment to the dues for the 2015-2016 budget. What's the deal? Are you saying that the dues stay the same but homeowners now pay for their own water usage? Please clarify. Thank you."
